The Declaration by Gemma Malley

This book is similar to Hunger Games in indeas, but is quite different in content. Set in a world where scientists have cured old age (no one dies from being to old) it is now illegal to have children, due to overpopulation. As such any babies born are hunted down and taken away and sent to the Surplus Hall, where they are trained to become servants/slaves to the legal world. The story follows Surplus Anna, a child in one of the surplus halls. As a prefect, Anna is the perfect child, obedient and submissive. But her world is turned upside down when Surplus Peter arrives.
